If he is already tied at the ankle, slipping off his underwear would be hard unless you cut them, which could further the embarrassment as they serve as a reminder or have him pay for the pair out of allowance or something.

You seem to have a good formula going. As for the 13 y/o, nudity definitely provides further humiliation to the punishment that is already based around it. Especially at that age and tickling his thighs, he'll likely have a lot of reasons to be extremely embarrassed.

There's a lot of variables to consider but for starting off, know where your kids are most ticklish and hit those spots, restraining them and with enough flesh exposed to facilitate it. Feathers are usually less effective on most spots, hands is probably enough. Gagged if they are too loud and position, spread eagle on their back is usually the best general position for this. Exposes neck, underarms, sides, belly, hips, thighs, knees, calves, shins, feet...Most spots. If the bondage is not really tight they might be able to fold their feet down towards the mattress so you can curb this by just putting some pillows under their ankles to lift them a bit.
The main goal is to inflict a harsh enough tickling to send a message that their behavior is wrong and should be corrected. So its about honing your technique to a degree that sends that message. Of course without hurting them, otherwise you may as well just be spanking them. Tickle punishment is more about the ritual and the humiliation. It's very deliberate and plotted out, damaging more the ego than anything else. If spanking is about a sharp and quick amount of pain to teach a lesson, tickle torture is more about a slow and methodical method of teaching a lesson. Honestly it's a lot closer to punishment methods like standing holding buckets of water or something for extended time.
