Does it cost money to edit old polls?

I want to edit some of my old polls that have been up for a long time. (some have been up for over 4 years), and it says that it cost money now!!!!!!!!!!!!!!!! Is this true? Do i really have to pay to re-edit my polls (if they are to be re-submited directory).
