Obviously people should be taking a nude shower in the locker room. In addition they should use the toilet also. One of the rules at my school was to use the toilet for this reason. I would suggest installing some squat toilets given squatting is the more natural way to defecate and fully clear the bowels. It also helps folks with gastro intestinal problems (I know, I have them) get it all out.

So people would come in the locker room, strip naked, use the squat toilet and take a big, bowel clearing BM, go to the showers and fully wash themselves including their anus, then go out and swim. Given everyone would be clean both inside and out I would then make swimming nude optional.
