i didnt know what these words mean so i looked them up and they still seem like kinda the same thing?? Idk is it one likes watching sexy stuff and the other likes when people watch them do sexy stuff?

Exactly. Voyeurs like to watch and sometimes actively spy on others and exhibitionists like being watched and sometimes actively expose themselves to others.
