What if the guy doesn't like you? Doing nothing aint getting you anywhere. Why do guys always have to do the approaching? Girls who think that are such wussies.

The problem with just smiling at a guy is that he might think you're just a friendly person. However, if you try to start a conversation or something with him, you're a lot more likely to get the message across.
Guys are usually the ones who have to pluck up the courage and do the approaching but girls should take some of the initiative. If you expect the guy to come to you, you should at least give him a pretty good indication that your'e interested.
