boys' school uniforms-- shorts required

From both my personal experience & from reading it seems when boys are made to go in school uniforms with short pants they are much more seemly & docile in both behavior & attitude; particularly in the case of adolescent youths, and especially if the shorts are embarrassingly short. So...
