Should the United States have...

I believe that due to the lack of the United States Federal Government's performance in it's duty to the People of the United States, maybe the United States needs something similiar to Britain's "Vote of No Confidence". In other words, do you think that we should be able to hold a Public Vote to fire all the people working in the Executive, Legislative, and Judicial Branches of the Federal Government, and replace them with new, better qualified people after they have gone through an extensive background check to see if they have any conflicts of interest?
