Do you think that fines and penalties for driving offences are to LAX or STRICT?

What do you think of this idea: "In order to promote driving safety and to motivate idiot drivers, people should be REQUIRED BY LAW to REWRITE and REDO their written and driving tests after every 5 years when they have to renew their licenses".

Great idea, keeps people on their toes and re-education doesn't hurt as one gets older. Besides, safety comes first above everything else.

Not a good idea, would cost to much money. Besides, it wouldn't get the idiots motivated anyway.
