Janis Doubted that Ned Is Crazy

I'm a non-native speaker. The interpretation of the standalone sentence "Janis Doubted that Ned Is Crazy" seems varied vis-a-vis the use of the present tense for the be verb. I'm curious to know how you'd interpret it upon hearing the sentence.
