Should I have a cell phone?

I'm 13 and I have Asthma AND all this summer I will be home alone....when I ask my mom for a cell she always switches the answer from "Your not old enough" and "You need to be more reponsible"...I am reasponsible and I think I'm old enough...im the only one in my grade with out a phone...and I'm one of the oldst kids (held back bc of mom...didnt fail) so should I have a Cell phone???????
