How should the police enforce the use of handcuffs, legirons, etc.?

What is your general opinion on police use of physical restraints (handcuffs, legirons, etc.)?
I fully support their use! They are necessary for the safety of the officers, the offenders and the public.
I support their use, with some reservations: small children (under 8) should not be restrained unless proven absolutely necessary.
I support their use on adults, but not on minors (under 18).
They should only be used on offenders who are violent or flighty.
They should only be used on adult offenders (at or over 18) who are violent or flighty.
I fully oppose the use of physical restraints! They are a violation to a person's right to free movement.
When police are transporting ADULTS who are not under arrest in their squad cars (i.e. just to give them a lift), what should the policy be on use of restraints?
No restraints.
