How to stop Bullying: A new idea.

Here's a new idea: What is your opinion of this? "Should parents of bullies be held criminally liable for their children's actions when they hurt others, especially when it involves threats or acts of physical violence, or even--if it affects the victim so much that they wind up taking their life?" I figure that if school officials, community leaders and law enforcement is unable or unwilling to come to the aid of a kid in trouble, then the responsibility should fall on the parents/families.
