The Drew/Katie Issue

Leaving out who the characters are and any preconceived notions, let's lay out the basic facts here for an important question. Knowing that alcohol affects the mind and frequently results in someone making decisions they would not otherwise make, when someone has been put in a situation where they are literally forced to drink until they are very, very drunk and they end up having sex with someone, are they able to consent?
