Surrveillance and spying on citizenz by security agencies

Recently there have been revelations that NSA (national security agency) has been secretly recording data to identify the internet and telephone communication of all customers of the great telephone companies and internet service providers like Google, Yahoo, AOL, Skype, Microsoft and Youtube. For a large number of the customers they have recorded all content in the communication too. What do you think about this pratice and related practices?

Shall security agencies be allowed to record these data about messages sent and resceived: Sender and rescivers, time, provider, homeplace and other data that identifiy the message and participants?

Security agencies shall be allowed to record all such data from all customers of all providers.

They shall be allowed to collect such data only after court approval and only about people allready under valid suspicion for criminal acts.

They shall never be allowed to collect such data from the providers about any person.

Instructions, tools and extent for collecting data shall be publicly known.

Instructions, tools and extend of such data collections shall be kept secret.
