Most high schools have dress codes and almost all colleges don't. Although the traditional view of college holds that it is a pre-professional environment where one's full-time profession is studentry, many people also see college campuses as a place for experimentation, testing freedom and conventional norms.
It is acceptable in many cultures for men to go shirtless outside in hot weather, and it is common in many countries to see college men not wearing shirts outside when it's warm. It is also common to see college men shirtless in dorms and apartment buildings or in the college fitness center.
