Is International Adoption cheaper than w/in U.S?

An adoption in the U.S. can cost as much as $40,000 if you go through a private agency or an average $10000 adoption handled by an attorney (called independent, this type can also get up to $40000). Public agencies are $0 to $2000 but are usually for foster kids. International adoptions are usually $30,000 but can be a little as $15,000.(CWIG) Would you "play it safe" and go international?
