Is boycotting wrong?

Should it be illegal to encourage people to boycott something over some things they do?

If someone plans a boycott anything similar to Rosa Parks having made lots of people to boycott buses, should that person who planned the boycott be penalized?

If at school, someone successfully gets lots of students to boycott a club or school optional attending event for any reason, should he/she be penalized?

If at school, someone successfully gets many seniors to boycott graduation ceremony due to a sexist commencement dress code allowing one thing for one sex but prohibiting it for the other sex, such as formal sandals (There actually is such thing as formal sandals for males but it's very hard to find it on sell online unless you type the name of that type of male sandals which I don't remember what it is, and it is though almost impossible to find in stores. That is obviously because society expects males to fully cover there feet on formal occasions but actually have the sexist expectation of females always showing at least some parts of her feet on formal occasions.), should he/she be penalized?
