At what age can girls start wearing miniskirts and short shorts?

I'm a single father of a 7 year old girl. It's spring, and it's already pretty warm here, and lately she's started wearing short shorts at home. However, she told me she wants to wear them to school too. The shorts are very short, they leave most of her legs bare.
