Counting inmates for political representation.

Some states are counting inmates as living in the district where they are incarcerated for the purpose of political representation. This skews representation in favor of districts where prisons are located. Incarcerated persons are not allowed to vote in any state (the laws about discharged felons vary from state-to-state).
How should prisoners be counted when determining districts for political representation? IMPORTANT: This question is NOT about whether felons should have voting rights! NOTE: None of these options will affect the number of overall seats that a given state has in the U.S. House of Representatives.
They should be counted as living in the district where the prison is.
They should be counted as living at the last address in the state prior to incarceration.
Districts should be determined counting the remaining people in the state.
