New Driving Laws

I would like to know what others think about new laws being passed in some states regarding driver's licenses.

Some states, including my home state of Missouri,are in the process of making laws or all ready have graduated drivers license. At age 16 for example, a teenager may not be able to drive during certin hours, and he/she would also have to have logged a certain number of hours of driving instruction by a parent. At 17, he/she would have to have additional hours of instuction by a perent. Then, he/she could not recieve a full, unrestricted license until the age of 18, and then, only if he/she has had no traffic violations. Is this a good idea?
