Speedos were designed to dry quickly so that a swimmer would not get cold and his muscles would not tighten up. The fact of the matter is that speedos don't dry quickly and a swimmer, whether competitive or recreational, just gets cold with his cold genitals shrinking to infant size and his butt crack clearing showing through the thin, wet fabric.
Prior to speedos, all males were required to swim naked at indoor pools. You didn't get cold nor were uncomfortable. Check out this link:

I swim naked when the opportunity presents itself but speedos otherwise.
