Why should "they" have felt this is something that needed to be discussed? The activity is normal everyday behavior for a normal boy in warm weather. The intro states that it was a vacation home, why should the uptight mother expect the kid to keep his shirt on at a vacation home in the summer?

the answers "whenever possible" and "whenever he wants" really are not the right words. There are times it's not appropriate to be shirtless, but there are also plenty of times where it doesn't matter either.
if it wasn't appropriate to see a boy shirtless you wouldn't see them shirtless at the pool or beach either.

We don't wear shoes in our house period. and usually not sox... in the winter socks get worn but most of the time its barefoot.

i sleep naked all year round... don't matter if it's summer or not....
