Interesting subject... My ideas:
Summer dress code:
1) Polo shirt in school colour
2) Black blazer (optional during warm days)
3) Black short pants (short shorts with bare knees and mostly exposed thighs)
4) Black ankle socks
5) Black shoes
Winter dress code:
1) Sweatshirt or sweater (student's choice) in school colour
2) Black blazer, during cold weather: black winter jacket (for outdoor only)
3) Black short pants (like summer dress code)
4) Black knee socks
5) Black shoes
P.E. dresscode:
1) T-Shirt in standarzided colour (p.e. school colour and normal school colour could be differ)
2) Black p.e. shorts
3) barefoot (for some reasons, the most important is that going barefoot is healthy)

You are right, it won't happen, but it should happen, there are many good reasons for it. Short trousers should be a social standard (NOT a punishment) for all boys until they finish school. (By the way: i think boys should have the choice what kind of shorts - school shorts, p.e. shorts, denim shorts or other - they wear away from school, but knees and thighs should be bare.) It is interesting that some parents force older boys to wear shorts at weekends. In which countries they do so?
