It originated in Germany during WWI as an effort to save fuels and energy by not having to use artificial lighting. It was introduced into the US later on, died out, then was reintroduced as an energy saving measure in 1942 (during WWII). It has been regulated by federal law since 1966.

It was a long-standing argument about States Rights vs Central Government. It happened to manifest itself through the institution of slavery, but slavery was not the direct cause of the war.

A much more complicated topic than a single selection poll allows. :)
