Actually, I can understand why Roosevelt didn't go to war earlier. We had finished the first World War not too long ago. Many people were horrified by the effects it had on Europe and America. People were calling it the "war to end all wars" or "The Great War". People really didn't want another World War after what they had just witnessed from the first World War. There was also the fact that we were recovering from the Great Depression at the time. Before Pearl Harbor was attacked, about 80% of America didn't want to get involved in the conflicts between Germany and the rest of Europe. I think Roosevelt may have been one of the 80% at the time.
