Frequently people say that with children should be their choice, and I understand that. However, parents rarely really give children a choice in what they wear. The parent decides what the child will wear to dinner or to school. As kids age, they may choose their actual clothes, but only from the outfits the parents have bought for them. Therefore, a parent choosing to keep their kids nude is completely appropriate. They don't need to make that choice. I'm generally opposed to government control, but a school dress code that requires nudity is technically no different from a school dress code that requires dress be a certain length. Mandatory nudity in schools would be better than mandatory clothing.
