Prefects caning = Perfect caning?
It could be a good way to keep the boys on their toes - maraudering prefects equiped with canes - but I don't think they should be allowed to cane the younger boys only their peers. The cane is too severe for you teen bottoms. And, as suggested by BE, they themslves should be caned if they get too cane happy.

What punishments did you get at school?

Caning can be an excellent form of punishment for many but not all boys. It was certainly used a lot in earlier times. The cane is quick and cheap and there is no doubt that you have been punished. Just one stroke can be given for minor offences and up to six for serious offences. Caning is much kinder than suspension or expulsion.
I think the cane is best for teenagers and especially ages 13 to 15 or even 16. It is a bit too severe for prepubescent boys. There is no reason why the cane should not be used on 17 -19 year olds if they behave like bad younger boys but it is hard to make it hurt enough if applied to the seat of the pants.

Olympics and similar
There are very few events where men and women compete against each other. Women are not strong or fast enough. If there are any Olympic or other officially recorded exceptions post them here.
The same physical dominance of men over women is observed among those of more modest ability. The average man is stronger than the average woman (except, perhaps, in the USA?) Of course, the strongest / fastest women are stronger / faster than the average male.
I have worked out at a gym for many years. Not once that I can recall have I seen a women using heavier weights than me. However, I have seen other men using weights 2 or 3 times heavier than me.

The problems with democracy

When you sag your pants a long way how do you make sure they stay up? Especially if you bend over?
