Most dresses can be pulled up, it is only when they are very tightly fitted this is a problem. But that said, I prefer to just sit and pee through my dress if I can get away with it. I usually wear black dresses most of the time so it does not show when the skirt is wet. I sometimes stand and pee down my legs too which is nice, and then my dress stays dry.
