Most schools do seem to have the 'fingertip rule' when it comes to skirt length. We push that envelope with my girls by having their skirts be closer to pinkie finger (or sometimes ring finger) length rather than middle finger length. It's only about a half inch difference, but it still means he skirts are just a tiny bit shorter than they're supposed to be but not so much that they get sent home (very often). :)
You should try body paint - just the skeleton.
